Personal Rights — Based on interviews and... record review, the licensee did not comply with the section cited above when staff was observed on video aggresively handling a child by restraining a child with their arms and legs, pulling and grabbing child by the wrist which poses an immediate risk to the health, safety or personal rights of children in care.
