Responsibility for Providing Care and Supervision — Based on interviews a child was dropped off outside of elementary school by a staff member and the child was found unattended by teachers at the school. Interviews revealed that the staff member stayed in the car instead of ensuring the child was with their teacher, which poses an immediate health, safety, or personal rights risk to pesons in care.
