Personal Rights — Based on interview with staff, a child was placed on a high chair to restrain him from climbing up and down the tables and chairs. Staff stated that this was done for "safety reasons".

Teacher Qualifications and Duties — Based on the interviews conducted with staff, it was determined that 2 aides were left to supervise preschool children for a few hours on different ocassions.
