Personal Rights — Based on statement from a witness and recorded videos, a staff was observed swatting a child on the buttocks, swatting a child on the hand, hitting a child on the shoulder, yanked a child by the hair and forcibly sitting a child on the carpet.

Responsibility for Providing Care and Supervision — Based on interviews and video footage obtained the facility did not comply with regulation above wherein one daycare chid was left unsupervised for approximately 5 minutes. This posed a potential health and safety risk to children in care.
