Personal Rights — Based interviews, it was proven there were multiple occasions where children were declined access to the bathrooms and there was an occasion where C1 was declined access to the jacket/sweater as she got cold while playing outside at the facility which posed an immediate health, safety, or personal rights risk to children in care.
