Staffing Ratio and Capacity — Based on observation, the licensee did not comply with the section cited above, upon arrival, LPA Reyes observed 2 infants, five older children napping and six school age children playing in the completely fenced backyard under the sole care of Licensee which poses an immediate health, safety or personal rights risk to persons in care.
