Personal Rights — Based on interviews it was found that the facility did not comply with the cited section above it was determined a child in care had been handled in an innapropriate,unnecessary rough manner by a staff member and was being forced to nap , which did not align with safe, supportive, or developmentally appropriate practices. This action posed an immediate health and safety risk to the children in care.

The center did not provide sufficient supervision; S1 left the children in the classroom without supervision on two different occasions on July 9, 2025. Both instances were observed by other staff. Failing to provide adequate supervision to meet the needs of children in care poses a potential health and safety risk for them.
