Staffing Ratio and Capacity — Based on observation and record review, the licensee did not comply with the section cited above as upon LPA arrival LPA observed seven children present at the facility, four of the seven children were infants and the three remaining children were between the ages of 2 years old and 4 years old, and no children were enrolled in TK or school per Licensee which poses an immediate health, safety or personal rights risk to persons in care.
