(c) To be a fully qualified teacher, a teacher shall have…: (1) Twelve post-secondary semester or equivalent quarter units in early childhood education or child development completed… This requirement is not met as evidence Based on interviews and record review, the licensee did not ensure that S7 met fully qualified teacher qualifications, as S7 had only three units, was designated as a lead teacher, and left alone supervising children in care, which posed a potential health, safety or personal rights risk to persons in care.
Outdoor Activity Space — Based on observation and interview, the acting director did not comply with the section cited above in that the LPA observed a hole around the sprinkler located in the two's playground against the east fence which could be a potential hazard for children and staff which poses a potential health, safety or personal rights risk to persons in care.
101216.2 Teacher Aide Qualifications and Duties: (d) An aide assisting a fully qualified teacher (as specified in Section 101216.1(c)) in the supervision of up to 18 preschool-age children, pursuant to Section 101216.3 shall meet the following requirements: (1) Completion of six postsecondary semester or equivalent quarter units in early childhood education or child development. This requirement was not met as facility staff worked as an aide on more than one occasion, per own admission, without required units. This may pose a threat to the health and safety of children in care.
§1596.956 Child day care centers serving infants; optional toddler program; departmental guidelines and regulations: (a) The department shall develop guidelines... to create a special program component for children between 18 months to three years of age. The optional toddler program shall be subject to the following basic conditions: (4) A ratio of six children to each teacher shall be maintained for all children in attendance at the toddler program. — LPA observation, face to name sheets and interviews. This may pose a threat to the health and safety of children in care.
