Personal Rights — Based on record review and LPA observation of surveillance cameras, Staff #1 removed the infant from the chair, and abruptly pulled the bib off from the infant's neck upward over the child's head, startling the infant and causing the infant to wake up and cry. This poses a potential risk to the personal rights of children in care.
