During LPA’s interview on the 05/20/2025 visit, S1 and S2, were the individuals who were misrepresented to LPA Estoesta. S1 and S2 claimed the identity of individuals who previously worked in the facility. On 05/22/2025, the Licensee spoke with LPA Estoesta over the phone. Criminal Record Clearance — On LPA Estoesta visit conducted on 05/20/2025, S1 and S2 were present on this visit and did not obtain a California clearance or or a criminal record exemption as required by the Department. Based on the LPA's evidence, the licensee did not comply with the section cited above which poses an immediate health, safety and personal rights risk to children in care.

Teacher-Child Ratio — , Based on the LPA’s conducted room observations, interviews and reviewed facility records, as follows. Staff 3 (S3) is a Teacher Aide and were supervising children in care, on today’s LPA’s visit, without direct supervision of a teacher. S3 supervised 7 children in one of the preschool classrooms at 10:18 am and during outdoor activity at 11:25 am. At 10 am, Staff 1 (S1) supervised 8 toddlers with Staff 2 (S2), S2 is not a qualified teacher aide. This poses a potential risk to health, safety or personal rights to children in care.
Outdoor Activity Space — , Based on the LPA’s conducted room observations, interviews and reviewed facility records, as follows. 2. S1stated that the outdoor play area gate was left open, approximately at noon. S1 stated that S1 could not remember the date when it happened. S3 stated that on 7/1/2026 during an outdoor activity in the morning, she came to learn that the outdoor play area gate was left open by Staff 4 (S4). This poses a potential risk to health, safety or personal rights to children in care.
Teacher-Child Ratio — On LPA Estoesta visit conducted on 05/20/2025, from 10 am to 11 am, S4 was the only the official staff supervising 18 children in care. S4 is a teacher aide. Based on the LPA's evidence, the licensee did not comply with the section cited above which poses a potential health, safety and personal rights risk to children in care.
