Staffing Ratio and Capacity — Based on observation the licensee did not comply with the section cited above in which poses a potential health, safety or personal rights risk to persons in care. LPA observed 2 infants and 5 children ages 2 to 4 with the licensee. The assistant was at the daycare when LPA arrived and had to leave for a doctor's appointment leaving the licensee alone with the 7 children.
