Family home — children supervised at all times — LPA observation and Interview with staff, confirms, Licensee is absent more than 20% of operating hours. This poses a potiental health and safety risk to children in care.

(e) Upon presenting identification, the parent or authorized representative of a child in care has the right to enter and inspect the family child care home without advance notice during the family child care home's normal operating hours. This requirement was not met as evdidenced by: LPA interview with S1 confirms parents are not allowed to enter the home during certain times. This poses a potential health and safety risk to children in care.

102423 Personal Rights (a) Each child receiving services from a family child care home shall have certain rights... This requirement was not met as evidenced Interviews with parents stating their children have had diaper rashes and have been picked up from care with soiled daipers.
