Indoor Activity Space for Infants — Based on interviews conducted, the facility allowed awake infants to use the sleeping area as an activity space violates the requirement that the infant sleeping area be physically separate from the indoor activity space, which poses a potential risk to the health, safety, or personal rights to children in care.
Personal Rights- (a)The licensee shall ensure that each child is accorded the following personal rights: (3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule.... This requirement was not met by: Based on unusual incident report and staff interviews two employees engaged in a physical altercation while children were in care. This altercation took place in the hallway, all classroom doors were closed and children did not witness. Which poses a potential health, safety, or personal rights risk to persons in care.
Personal Rights- (a) The licensee shall ensure that each child is accorded the following personal rights: (2) To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. This requirement was not met by: Based on LPA observing a bouncer in the infant area. Which poses a potential health, safety, or personal rights risk to persons in care.
Infant Care Teacher Qualifications and Duties — Based on record review, the licensee did not comply with the section cited above, (2) staff did not meet the qualification for infant teacher. No infant units were provided as evidence of qualification. which poses a potential health, safety, or personal rights risk to persons in care.
