(b) (1)To enter and inspect the child care center in accordance with Health and Safety Code Section 1596.857. This requirement was not met by evidence of observation of a stop sign and a line of tape on the ground telling parents not to go past as well as the statement of the Director during the interview that parents were not allowed in the classrooms.
(d) Upon the occurrence, during the operation of the child care center of any of the events specified in (d)(1) below...next working day and during its normal business hours. In addition, a written report containing... (d)(2) below shall be submitted to the Department within seven days... (1)Events reported shall include the following:(C)Any unusual incident or child absence that threatens the physical or emotional health or safety of any child. This requirment was not met by evidence of staff interviews confirming the occurence of the incident and Director confirming it was not reported.
