To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning.

Teacher Qualifications and Duties — Based on record review, one out of two teachers did not have the qualified units to be a fully qualified teacher. Teacher #1 was left alone with 12 children while Teacher #2 took a 10 minute break.

Responsibility for Providing Care and Supervision — Based on observations made, one teacher was alone with 15 children ages 2-5 for more than 10 minutes and was not able to actively supervise the children and redirect their fighting, which poses/posed a health and safety risk to children in care.
Fixtures, Furniture, Equipment and Supplies — Based on observations there were not enough toys and materials for children to utilize causing fights between children, which poses a health and safety risk to children in care.
