THIE REQUIREMENT WAS NOT MET AS EVIDENCED BY: INTERVIEWS, AND RECORD REVIEWS WHICH REVEALED A STAFF MEMBER WHEN TRYING TO PICK CHILDREN UP, PICKS THEM UP BY THE ARM, WHICH MAY CAUSE HARM TO A CHILD.
