Personal Rights — Staff #1 (S1) grabbed C1 and forced C1 down to the ground, crossed C1’s arms across C1’s body. S1 restrained C1. This poses an immediate risk to the health, safety and personal rights of children in care.

101170 Criminal Record Clearance (a)The Department shall conduct a criminal record review of all persons specified in Health and Safety Code Section 1596.871(b). The Department has the authority to approve or deny a facility license, or employment, residence or presence in the facility, based on the results of this review. This requirement has not been met as by: S1 was not associated to the Facility Roster on Guardian. This poses a potential risk to the health, safety and personal rights of children in care.

Buildings and Grounds: All licensees shall ensure the inaccessibility of pools, including swimming pools (in-ground and above-ground), fixed-in-place wading pools, hot tubs, spas, fish ponds or similar bodies of water, through a pool cover or by surrounding the pool with a fence. The above requirement was not met as evidence by: LPAs observed standing water in the water table, two buckets filled with water on the other side of at least a 2ft fence. This posses a potential risk to the health, safety and personal rights of children in care.
