Personal Rights — Based on observation, LPA observed a child (C1) walk into classroom #2 from outdoors and was crying at corner of classroom without the direct visual supervision of staff. During visit LPA observed staff walking from class to class leaving children without visual supervision. This poses an immediate health, safety and personal rights risk to children in care.
