Teacher-Child Ratio — Based on analyst interviews, the facility did not comply with the section cited above when it had a period of nearly two weeks where two staff members were solely staffing the two preschool classrooms and were left with more than 12 children whenever staff members had to take breaks or assist with meal preparation and no one from the infant program was able to substitute for them which posed an immediate health, safety or personal rights risk to children in care due to the frequency in which the ratio violation occurred.
