102425 INFANT SAFE SLEEP (b) Cribs or play yards shall be free from all loose articles and objects and (4) The provider shall be near enough to the sleeping infant to be able to hear them wake up. At arrival, LPAs observed three (3) infants napping inside the home with no adult supervision or close enough to hear infants wake up. Additionally, LPAs observed a milk bottle in a crib where an infant was sleeping. This is an immediate risk to the health and safety of children in care. — requirement not met

(g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not be limited to: (4) Poisons, detergents, cleaning compounds, medicines, firearms and other items which could pose a danger if readily available to children shall be stored where they are inaccessible to children. During inspection tour, LPA observed accessible toxins in the garage, under the kitchen sink, under the children's bathroom and in the front play yard. Items observed were awesome cleaner, glass cleaner, pinalen, beach, detergent, Clorox, shave cream, cologne, shampoo, conditioner, razors, gas can, gardening tools and large wood stumps. This is a potential risk to the health, safety and personal rights of children in care.

Reporting Requirements — Based on record review, the Licensee did not follow Title 22 regulations for reporting requirements for a day care child (C3), which poses a potential health, safety, and personal rights risks to children in care.

Reporting a child's injury or suspected abuse — Based on Licensee interview it was disclosed that an incident occured on 3/5/24 that lead to law enforcement visiting the FCCH. Additionally, an adult who lives in the home was arrested. This is a potential risk to the health, and safety and personal rights of children in care.

(g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not be limited to: (10) A baby walker shall not be allowed on the premises of a family child care home in accordance with Health and Safety Code Section 1596.846(b) and (c). During inspection, LPAs observed a baby walking and johnny jumper in the outdoor front yard accessible to children. LPAs note, no children were using the johnny jumper and baby walker. This is a potential risk to the health, safety and personal rights of children in care.

Safety precautions shall include but not be limited to: (1) Fireplaces and open-face heaters shall be screened to prevent access by children...This requirement was not met as evidenced: During inspection tour, LPAs observed the fireplace in the living room is not covered or secure and therefore accessible to children in care. This is a potential risk to the health, safety and personal rights of children in care.
