Director was absent from the facility for more than 30 consecutive calendar days and the appointed subsitute does not meet the full qualifications of a director, which poses a potential risk to the Health, Safety or Personal Rights to children in care.
Personal Rights — Based on observation, the licensee did not comply with the section cited above when staff was observed changing a child's diaper on the table in front of other children which poses an potential risk to the health, safety or personal rights of children in care.
