The licensee stated the upper level of the home is being used for children overnight, which poses an immediate health, safety or personal rights risk to children in care.

Inspection Authority of the Department — Based on interview and observations, the licensee did not comply with the section cited above. After the LPAs introduced themselves and showed their department-issued IDs, LPAs explained the purpose of their inspection. However, the licensee declined to grant them entry into the home, which poses an immediate health, safety or personal rights risk to children in care.

Family home — home free of safety hazards — Based on observation and interview, the licensee did not comply with the section cited above that LPA observed that 2 bottles of cleaning products in the lower cabinet of the bathroom without child-proof lock and accessible to the children, which poses/posed a potential health, safety or personal rights risk to persons in care.

LPAs did not observe a child safety gate for the stairs and the licensee stated she has a child in care who is 4 years old, which poses/posed a potential health, safety or personal rights risk to children in care.
