101428(d)(1) Infant Care Personal Services - (d) When changing an infant's diapers, the following shall apply: (1) Each infant shall be diapered on a changing table. Based on observations and interviews, staff are not utilizing the changing table in the toddler classroom (18-30 Months), which poses a potential health, safety or personal rights risk to persons in care.
