The licensee shall ensure that each child is accorded the following personal rights:(1) To be accorded dignity in his/her personal relationships with staff and other persons. This was not met as evidenced by: Staff was observed bending down and making contact with the child’s upper left arm using her hand. Upon making contact, the child’s upper body is observed moving, in response to the impact from the hit of the adult staff. This poses an immediate health and safety risk to children in care.
